DG Committee Meeting

Chaired by Captain Scott Schwartz (US ALPA), the 2019 Dangerous Goods (DG) Committee
meeting took place at ICAO’s Headquarters in Montreal 5-7 September. This was the first
time the Committee was hosted by ICAO, and the Federation is extremely grateful to Ms. Lynn
McGuigan from the Cargo Safety Section for facilitating the meeting.

The participants were also treated to a tour of ICAO with access to the Air Navigation Com-
mission Chamber, the Council Chamber and the Assembly Hall where the group picture was
taken.

As this meeting was also used to prepare IFALPA’s input on DG matters being discussed at the
27th ICAO DG Panel meeting and, this year, at the 40th ICAO Assembly, the allocated three
days were extremely busy. The discussions focused on the safe transport of Lithium batter-
ies by air, undeclared Dangerous Goods, and proposed future format of the Notification to
Captain (NOTOC).

The Committee also entertained presentations from Dr. Katherine Rooney, ICAO’s Cargo
Safety Section Chief, and Captain Miguel Marin, ICAO’s Flight Operations Section Chief, who
then both contributed to the debates. Captain Ian Knowles from ICAO’s Flight Operations
Section also attended part of the meeting. A new Position Paper on the carriage of persons on
cargo aircraft was finalized.

The 2020 DG meeting is set to take place in Ulaanbaatar, Mongolia in early September, at the
kind invitation of MONALPA.
