Brazil had presented a paper proposing dual oversight of aircraft to enable crews from
one State to fly a registered aircraft of another State so that trans-national airlines could
utilize their assets more efficiently. IFALPA intervened on this paper and stressed that
“The dual oversight model, if adopted, could result in flight crew becoming responsible or
feeling pressured to accept aircraft and operate aircraft that have a reduction in oversight
due to the shared responsibility. Secondary State regulators may lack resources to ensure
continuing airworthiness for aircraft frequently moved between States on a short-term
basis.” IFALPA was supported by several European States, however this proposal was one
of those that had already been approved at the 13th AN/Conf, though work on it has not
yet begun and it will face some legal hurdles.
There were several heated discussions that were interesting to observe but were largely
political arguments between certain groupings of States. In the end, the Assembly is a
unique experience. It is encouraging to see States from all parts of the globe participate
and collaborate in a harmonized direction to try to improve the safety and security of the
global aviation environment in an efficient and environmentally friendly way.
We can expect ICAO to convene a High-Level Safety Conference in mid 2021 to tackle
the technical and safety issues ahead of the next General Assembly in 2022. By outlining
the safety needs of the world ahead of time, the next GA41 should be able to develop a
budget that will prioritize these needs.
