IFALPA supported a paper requesting the AVSEC panel
re-examine risk-based methods of screening non-
passengers as was supported by many States. They
would enable the continuation of alternative screening
methods such as the Known Crewmember Program in
the US. This frees up security lines for passengers and
considers the flight crew role in the security chain.
The Legal Commission provided an opportunity for
our LEG Committee leadership to see what issues of
relevance to the Federation would be on the ICAO
work program over the coming triennium. Additional-
ly, our participation afforded numerous opportunities
to make connections in the Aviation Legal Field.
The Technical Commission endorsed the latest Global
Air Navigation Plan (GANP) and Global Aviation Safety
Plan (GASP) that were forwarded to them from the
13th Air Navigation Conference. IFALPA has played an
active role in the development of these two plans and
will continue to monitor their implementation.
There were several other topics presented in the 100+
working papers in agenda item 30 – Other Items.
Some of these papers had already been through the
13th AN/Conf and did not need to be revisited, while
others called on ICAO to take on additional items
outside of those that had already been included in the
budget.
Specifically, two papers called upon ICAO to analyze
today’s pilot training methods and bring them into
line with Competency Based Training and Assessment
principles and to address Automation Dependency,
but to begin this work by forming a panel under the
ANC on Personnel Training and Licensing. IFALPA
strongly supported the formation of this panel and
has also made this known at recent symposia and in
the ANC.
