There were several underlying concerns going into this Assembly
that surfaced in the discussions throughout the two weeks. ICAO
had convened a 13th Air Navigation Conference in 2018 with the
objective of establishing the Technical and Safety needs for the
work program of the next triennium and reduce this task during the
Assembly. However, States and IOs still submitted over 200 Working
Papers to review. Due to budgeting constraints, many of the items
introduced would not be accommodated because of the shortfall.
There were also some controversial discussions regarding ICAO’s
2016 cyber security breech and on the CORSIA implementation.
The Federation’s delegation included IFALPA President Captain Jack
Netskar, IFALPA Representative to ICAO Captain Mike Jackson, Senior
Technical Officer Carole Couchman, PGA Officer Sebastián Currás
Barrios, and legal advisors Captain Gad Ariel, Jay Wells, and David
Semanchik.
IFALPA’s main objectives for this A/40 were to highlight to the world
our concerns regarding Single Pilot/Reduced Crew Operations,
to urge ICAO to form a Personnel Training and Licensing Panel
under the Air Navigation Commission (ANC), gain a further
understanding and potential future involvement in the ICAO legal
affairs, monitor the views of States regarding Liberalization of Air
Services and Ownership/Control, ensure the adoption of the Global
Air Navigation/Aviation Safety Plans (GANP and GASP), and to
draw attention to and have action taken on the following: GNSS
interference, Human Trafficking, Access to those with Disabilities,
Development of Unmanned Airspace Vehicle Traffic Management
(UTM) to include unauthorized use near aerodromes, and promoting
the use of alternative means of compliance for security screening of
flight crew (non-passengers).
