10 ICAO ASSEMBLY
Ultimately, like all Un organizations, ICAO
serves its Member States and welcomes
recognized IOs to observe, provide unique
operational perspectives, and contribute to the
ongoing work program through participation
in its panels and working groups. IFALPA and
IATA are the only two IOs to have a permanent
observer seat in the Air navigation
Commission (AnC). There are also six other
IOs that have been granted observer status in
the AnC.
Other highlights from the Assembly
included a Global Market Based Measuring
Scheme for Aviation Emissions where the
member states of ICAO agreed to implement a
Carbon Offset and Reduction Scheme for
International Aviation (CORSIA). This is set
