IFALPA Congratulates The
Hon. Virgil P. Moshansky
IFALPA would like to congratulate The Honourable Virgil P. Moshansky
on the occasion of receiving a Distinguished Alumni Award from the
University of Alberta.
An aviation enthusiast, private pilot, and aircraft owner, Justice Moshansky
was appointed to the Court of Queen’s Bench of Alberta in 1976, where he
served for nearly three decades. He is best known for his accomplishments in
heading the judicial inquiry into the 1989 crash of Air Ontario Flight 1363 in
Dryden, Ontario.
The Moshansky Commission developed into a historically comprehensive
three-year investigation of aviation safety in Canada. The resulting four-vol-
ume Dryden Report inspired benchmark improvements in aircraft de-icing
practices, and has been cited as the primary catalyst in the development of
today’s Safety Management Systems.
It is with great appreciation that IFALPA recognizes and applauds Justice
Moshansky’s profound and lasting contributions to the outstanding safety
